Statement of Solidarity

on the Oct. 29th Itaewon Tragedy

Many people gathered in Itaewon, a famous tourist area in Seoul, South Korea, days ahead of Halloween. More than a hundred thousand people enjoyed the Halloween festivities with their friends, lovers, and families, wearing fun makeup and costumes to celebrate. And 158 people, including two U.S. citizens, ended up dead, while 196 more were injured.

Although it had been expected that over 100,000 people would participate in the festival, the police force was not mobilized to manage the crowd. Even though the district police station had requested assistance to prepare for the Halloween festival, the request had been ignored. With no safety controls in place, the low-lying area at the base of the narrow alley by Hamilton Hotel became chaos on that day, October 29th, around 10 p.m. The alley grew so crowded, people couldn’t move and were pressed up against one another to the point of suffocation. Some fell. That’s how 158 people died and 196 were injured. This place, which should have been the site of a joyful occasion, became the place where people lost their precious family members, best friends, and the loves of their lives. Can you believe this? Even we ourselves, who are writing to inform you of this tragedy and to appeal for solidarity, cannot. People simply went to the same place they had always gone to enjoy the same festival they had year after year. But this time, a massive disaster took place. People were crushed to death in the crowd. Children whose parents had sent them out with pocket money to have a good time lost their lives that night. It doesn’t feel real.

This disaster itself is not all that feels unreal. Despite the fact that hundreds of people died and were injured, the government is now concentrating its power only to avoid taking responsibility. When Park Hee-young, the chief of the Yongsan District where Itaewon is located, was asked by a Korean journalist about her sense of responsibility regarding this tragedy, she answered, “The Halloween festival is not actually a legally recognized ‘festival’ for which the local government should be in charge. It is just a phenomenon that doesn’t have any defined agenda or organizer.” She went on to say that her responsibility is only in her heart. Lee Sang-min, the Minister of the Interior and Safety who oversees all national disaster management and security, said in a government briefing that “the number of people gathered that day was not considerably many compared to previous years” and that “even if we had mobilized police and emergency services ahead of time, we could not have prevented the accident from happening,” denying any relationship between the tragedy and the lack of crowd control. He also added a lie claiming that there had been a shortage of police available to mobilize in Itaewon because of the many protests happening elsewhere in Seoul.

Although the media outlets in Korea have recently been exposing such excuses from bureaucrats as lies told to avoid taking responsibility, we remain skeptical about our future. As Koreans, we have been exposed to numerous unthinkable deaths since childhood, and we know all too well how incompetent Korean society has been about resolving the structural issue of recurring death. Last month, we lost 158 people in Itaewon. However, in Korea — where corporations are rarely held accountable for industrial accidents, no matter how many people are killed — about 2,000 workers die every year. Just two weeks before the Halloween tragedy, a young worker at a factory affiliated with the food conglomerate SPC Group was killed when she was caught in a sauce mixing machine, the safety device of which had been intentionally removed to increase work efficiency. The company has trivialized safety management and training while continuously forcing workers to keep pace with productivity. However, the Korea Occupational Safety and Health Agency selected such a dangerous factory as a “Certified Business of the Occupational Safety and Health Management System.” Despite having the system in place, the Korean government and business owners do not have the will to implement the system in reality. “Danger” is given complete free rein and ends up striking in the places where we carry out our everyday lives and labor.

In the face of recurring death, the politics of Korea are incompetent. Not only the political right wing but also the parties that profess to be “progressive” are passive in eradicating the persistent structure of death. In a sense, for Korean politicians, structurally reproduced death is merely like a spell of bad weather. This explains how the prime minister was able to unconcernedly crack a joke at the foreign correspondents’ press conference regarding the Halloween tragedy. Korean politicians do not grieve the deaths of others. They merely calculate their political gains and losses. Thus, we are skeptical – about what Korean society might possibly learn from this disaster. Kim Hoon, a Korean novelist who has spoken up about the recurring industrial accidents, asked after the 2020 warehouse fire in Icheon that killed 38 workers: “Why are we always praying for the souls of the departed? What’s wrong with us?”

What’s wrong with us? We ask in desperation. Like everywhere in this world, Korea has many good-hearted citizens. However, the good will of these citizens alone cannot reach the lever that will stop the structure of death. On the night when people were crushed to death in Itaewon, there were surviving citizens who carried out CPR with all their strength in an attempt to save other citizens whose bodies were losing warmth. Rescue workers rushed from place to place in the hopes of saving even one more life. A citizen who runs a store next to the site of the disaster saved many lives by opening the door to his shop and returned to the site the next day to set up a jesa table in memory of the deceased. He said: “We should at least feed those poor souls one last meal before they depart.” A policeman tasked with preserving the disaster site had no choice but to stop him, but after a brief dispute, the store owner and the policeman cried together for a long time. Numerous people have been visiting the memorial altars set up not only in Itaewon but throughout the country to pay their respects. We are also seeing protests denouncing the irresponsible government that failed to protect the lives of its people. We feel grateful seeing these actions and expressions of good will from our fellow citizens, but a part of our hearts still hurts. Corrupted politicians, whose priority is to evaluate their own political balance sheets before taking full responsibility, will blithely beg for votes in the next election with cunning lies that conceal their unforgivable failure. Business owners and managers, who do not care about the lives of workers, will continue operating their factories of death without being punished. The families of victims will continue suffering from ignorant comments that place no responsibility on the government for any of these deaths. Only those living in hell would come to view a world that reeks of blood as natural, but with dirty politicians, avaricious business managers, and ignorant members of the press conspiring to make a hell out of a land of goodhearted citizens, we cannot promise with confidence that the goodwill of the people will be able to change the corrupted system.

We must also ask: what were we doing while people were dying? We were also ignorant of the continued death. In this sense, we failed as a community. Many Koreans pledged that we would not forget the deaths of 304 people in the sinking of the Sewol Ferry in 2014. We swore not to allow any more such innocent deaths in the future. However, all these words seem like nothing more than empty promises: workers have continued to die, and 158 more lives were lost in Itaewon. Again, we failed to protect the lives of our fellow citizens and those visiting Korea from other countries. It shames us now to write this. Nevertheless, we dare to pledge again: next time will be different. We will not allow for any more repetition of bloody death as if it were a part of our quotidian lives.

We mourn together for the victims of the Halloween tragedy, and we will take collective steps to alleviate the suffering caused by this tragedy. At the same time, we express our rage against the Ministry of the Interior and Safety and its superior institution, which are responsible for the tragedy. Despite existing to protect the lives of people, these government bodies failed to enact structural change and shifted responsibility onto rank-and-file government workers on the ground. We will continue to actively inform others about this systematic failure from our respective positions while also participating in any initiatives to hold the current administration accountable and propose concrete measures for improvement.

Finally, to those who are reading and listening to this statement in the U.S. and beyond, we want to say the following: today, we have failed to protect the lives of people. But we hope you don’t repeat the same failure. And please support the efforts of people in Korea to end this structure of death. We will also support your efforts to prevent more human lives from falling victim to structural problems. It is our hope that all of us in our respective parts of the world can put a stop to the chaos that comes from failing to take responsibility for the deaths of others. We stand with all of you in this struggle and are always cheering you on.

죽음이 더 이상 일상이 되지 않도록

- 10.29 이태원 참사에 부치는 연대 성명서

핼러윈을 앞둔 대한민국 서울의 유명 관광지인 이태원에도 많은 사람들이 모였다. 10만 명이 넘는 많은 사람들이 친구, 연인, 가족과 함께 재미난 분장과 의상을 입고 핼러윈 축제를 즐겼다. 그리고 그곳에서 미국인 2명을 포함해 총 158명이 죽고, 196명이 다쳤다.

10만 명에 가까운 인파가 모일 것이 충분히 예견되었음에도 불구하고 군중의 이동을 통제하는 경찰력은 동원되지 않았다. 그 지역을 담당하는 경찰관들이 핼러윈 축제에 대비하기 위해 상부에 더 많은 경찰력 투입을 요청했지만, 요구는 묵살되었다. 어떠한 안전 관리도 이루어지지 않는 상황에서 그 날, 10월 29일 오후 10시 경 이태원 해밀튼 호텔 서쪽 골목 저지대 부근은 아수라장이 되었다. 좁은 골목에 사람들이 가득 차 어디로도 움직일 수 없는 상황이 되었고, 사람들은 숨을 쉴 수 없을 만큼 짓눌리기 시작했다. 어떤 이들은 넘어졌다. 그렇게 총 158명이 사망했고 196명이 다쳤다. 즐거운 축제가 되었어야 할 자리는 소중한 가족을, 둘도 없는 친구를, 사랑하는 연인을 떠나보낸 자리가 되고 말았다. 믿어지는가. 이 참사를 알리고 연대를 호소하기 위해 이 글을 쓰는 우리조차도 이것을 쉽사리 믿지 못한다. 사람들은 그저 매년 이뤄지던 축제를 매년 이뤄지던 장소에 가서 즐겼을 뿐이다. 그런데 그곳에서 대형 재난이 발생했다. 사람이 사람에게 ‘짓눌려’ 죽었다. 축제를 즐기고 오라며 아이들에게 용돈을 쥐어 보낸 부모의 자식이 그 축제에서 죽었다. 비현실적인 일이다.

비현실적인 것은 이 재난 자체만이 아니다. 수백명이 죽고 다쳤지만, 정부는 자신의 책임을 다하지 않는 일에 역량을 집중하고 있다. 한국의 기자가 이태원이 위치한 용산구의 구청장 박희영에게 참사의 책임에 대해 묻자, 그녀는 “핼러윈 축제는 법률 상 지자체가 관리 책임을 져야 하는 ‘축제’가 아니라 행사의 내용과 주최 측이 없는 하나의 현상일 뿐”이라며, 자신이 져야 할 책임은 그저 ‘마음의 책임’일 뿐이라고 했다. 국가 재난 안전 관리에 대한 총책임을 맡는 행정안전부 장관 이상민은 정부 브리핑에서 “이전과 비교했을 때 우려할 정도로 많은 인파가 모인 것은 아니”고, “경찰과 소방 인력을 미리 배치했더라도 사고를 막을 수 없었을 것”이라며 군중의 움직임을 통제하기 위한 조치의 부재와 이번 참사 사이의 연관 관계를 부정했다. 서울시내에 시위가 많아 배치할 경찰 인력이 없었다는 거짓말도 덧붙였다.

최근 한국의 언론들은 이 같은 정부 관료의 말들이 책임을 회피하기 위해 지어진 거짓말이라는 사실을 하나 둘씩 밝혀나가고 있는 중이지만 앞으로의 전망에 관해 우리는 회의적이다. 한국인으로서 우리는 비현실적으로 들리는 죽음에 대해 어린 시절부터 많은 소식들을 접해왔고, 죽음이 구조적으로 되풀이 되는 문제를 해결하는 데 있어 한국 사회가 얼마나 무능력한지에 관해 절실히 알고 있다. 지난 달 우리는 이태원에서 158명을 잃었지만, 산업재해로 사람이 아무리 많이 죽어도 기업의 책임을 거의 묻지 않는 한국에서는 매년 2000명에 가까운 노동자가 죽는다. 이태원의 비극이 있기 2주 전에는 SPC 제빵 공장에서 노동자가 작업의 효율을 위해 안전장치를 고의로 제거한 소스 배합 기계로 일을 하던 도중 기계에 끼여 죽었다. 노동자의 안전을 위한 관리도, 교육도, 회사는 등한시했으며 관리자들이 노동자의 눈앞에 시계를 들이밀면서 빠른 작업을 강요하는 일이 일상적으로 이루어져 왔다. 이렇게나 위험한 사업장을, 산업안전보건공단은 “안전보건경영시스템 인증사업자”로 선정했다. 시스템은 존재하지만 한국 정부와 사업자들은 시스템을 작동시킬 의지를 가지고 있지 않다. ‘위험’은 그렇게 누구의 책임도 되지 못한 채 도처를 떠돌고, 일상과 노동의 자리를 덮친다.

반복되는 죽음 앞에서, 한국의 정치는 무능하다. 정치적 우파는 물론이고 ‘진보’를 자처하는 정치 세력조차 반복되는 죽음의 구조를 끊어내는 일에 소극적이다. 어떤 의미에서 한국의 정치인들에게 구조적으로 재생산되는 죽음은 그저 나쁜 날씨와도 같은 수준의 일이다. 이태원 참사에 대한 외신 기자 간담회에서 국무총리가 태연하게 농담을 던질 수 있었던 것도 그 때문이다. 한국의 정치인들은 사람의 죽음을 슬퍼하지 않는다. 그들은 그저 정치적 손익을 계산할 따름이다. 그래서 우리는 회의적이다. 한국 사회가 이 재난으로부터 과연 무엇을 배울 수 있을지에 관해서 말이다. 반복되는 산업재해 사고에 관해 목소리를 내온 한국의 소설가 김훈은 38명의 노동자가 죽은 2020년 이천 물류센터 화재 이후 이렇게 물었다: “우리는 왜 날마다 명복을 비는가. 우리는 왜 이런가.”

우리는 왜 이런가. 절박한 심정으로, 우리는 묻는다. 세계 어느 곳에서와 마찬가지로 한국에도 선한 마음을 가진 시민들이 많이 있지만, 선한 의지는 죽음의 구조를 멈추기 위한 레버에까지 가닿지 못하고 있다. 이태원에서 사람들이 눌려죽던 그날 밤, 죽음을 피한 시민들은 온기를 잃어가는 동료 시민들을 살리기 위해 온힘을 다해 CPR을 계속했다. 구조대원들은 한 명이라도 더 많은 사람을 살리기 위해 바쁘게 뛰었다. 생사가 급박했던 참사의 현장 옆에서 상점을 운영하던 한 시민은 가게 문을 개방해 많은 시민을 죽음으로부터 구해냈고 참사 다음날 현장을 다시 찾아 제사상을 차렸다. 그는 말했다. “애들에게 밥 한끼 먹여야 될 거 아니오.” 참사 현장을 보존해야 할 의무를 가진 경찰은 그를 제지할 수밖에 없었지만, 실랑이 끝에 상인과 경찰은 참사 현장에서 함께 오래 통곡했다. 참사 이후엔 많은 시민들이 이태원을 비롯해 전국 곳곳에 마련된 분향소를 찾아 조문하고 있으며, 시민의 안전을 위한 어떠한 책임도 다하지 않고 있는 정부를 규탄하는 집회가 이어지고 있다. 그렇지만 선량한 동료 시민들을 보며 안도와 감사를 느끼면서도 우리의 마음 한 켠은 여전히 어둡다. 자신이 져야 할 책임을 다하기 전에 정치적 손익부터 계산해야 하는 정치인들의 더러워질 대로 더러워진 영혼은 다음 선거에서도 비열한 거짓말과 함께 태연히 표를 구걸하게 될 것이고, 노동자들이야 죽든 말든 내 책임이 어디있냐는 기업인들은 처벌받지 않은 채 사람이 죽은 자리에서 계속 공장을 가동할 것이며, 어떤 참사가 벌어져도 정부의 잘못은 아니라고 말할 아둔한 자들은 유가족들의 가슴에 계속해서 대못을 박을 것이다. 피 냄새가 나는 세상을 자연으로 아는 것은 오로지 지옥에 사는 자들일 뿐이지만, 한국에서는 더러운 정치인과 탐욕스러운 기업인과 아둔함이 썩어빠진 언론과 공모하여 선량한 시민들의 땅을 지옥으로 만들고 있으므로, 우리는 시민들의 선한 의지가 시스템을 바꾸는 데로까지 나아갈 것이라고 자신 있게 약속하지 못한다.

우리는 또한 묻게 된다. 그렇다면 사람이 죽어가는 동안 우리 자신은 무엇을 했는가. 죽음에 무감했던 것은 우리도 마찬가지가 아닌가. 어떤 의미에서 우리는 실패한 시민이다. 2014년, 총 304명이 죽은 세월호 참사를 겪고 난 뒤 한국인들은 너나 할 것 없이 죽음을 잊지 않겠다고, 다시는 이런 일이 생기지 않게 하겠다고 다짐했지만 그것은 그저 다짐에 불과했을 뿐인지도 모르겠다. 노동자의 죽음은 계속되었고, 이번엔 이태원에서 158명을 잃었으니까 말이다. 우리는 이번에도 동료 시민들의 삶을 지키지 못했다. 우리는 이번에 한국을 찾은 다른 나라 시민들의 죽음을 지키지 못하였다. 그럼에도 불구하고 부끄러운 마음으로 우리는 쓴다. 다음엔 다르게 만들 것이라고. 피 냄새를 내며 되풀이되는 죽음을 일상으로 받아들이지 않을 것이라고.

우리는 이태원 참사로 인한 희생을 함께 애도하며, 그 고통을 나누기 위한 공동의 행동을 강구할 것이다. 또한 우리는 분노한다. 이태원 참사는 국민의 안전보장을 최우선 과제로 여겨야 함에도 이를 등한시한 행정안전부 및 그 상위기관에 책임이 있다. 그럼에도 불구하고 책임을 하급기관에 떠넘기며 구조적 변화를 취하지 않는 현 정부의 대응에 우리는 분노한다. 우리는 이 구조적 문제를 각자의 위치에서 적극적으로 알리며, 현 정부에 그 책임을 묻고 구체적인 개선방안을 강구하는 활동에 동참할 것이다.

우리가 미국인들에게, 또한 이 글을 읽고 있을 많은 나라의 시민들에게 호소하고 싶은 것은 따라서 이렇다. 오늘 우리는 실패했지만 그대는 사람들의 생명을 지키길 바란다. 그리고 죽음의 구조를 멈추기 위한 한국인들의 여정을 응원하고 기도해주기 바란다. 더 이상 구조가 생명을 죽이지 못하게 하기 위한 그대들의 여정을 우리 또한 응원하겠다. 그래서 같은 지구를, 각자의 자리 속에서 살고 있는 우리 모두가, 누가 죽든 내 알 바 아니라는 무책임의 아수라장을 멈출 수 있기를 소망한다. 모두의 건투를 빈다.
