Heung Coalition - Wet'suwet'en Solidarity Statement

For the past three years, Canadian militarized police forces have invaded Wet’suwet’en territory each winter to forcibly remove peaceful land defenders and destroy community infrastructure. The 2021 invasion is currently underway. On November 18th, 15 land defenders were arrested. On November 19th, tactical teams and canine units converged on two unarmed women in a cabin on Wet’suwet’en territory. They threatened to use a chainsaw to break down the cabin. When the land defenders did not budge, the RCMP broke down the door with an axe, cutting off radio communications to the two people inside.

The RCMP are invading Wet’suwet’en territory in defense of the Coastal Gaslink Pipeline, a fossil fuel infrastructure project transporting liquefied natural gas to the town of Kitimat on the BC coast. This pipeline links South Korea to Canadian colonial violence against the Wet’suwet’en today.

South Korean institutions invested in the Coastal Gaslink Pipeline in 2020, after mass demonstrations against the pipeline caused the project to be abandoned by numerous funds and deemed too risky for Canadian investors. South Korean investments in Coastal Gaslink were put forward by the National Pension Service (NPS), a 600 billion USD fund made up of the earnings of South Korean workers from the 1970s to the present. Despite the extreme severity of elder poverty in South Korea, the South Korean NPS returns less than 0.01% of its revenue to Korean seniors, with the remaining 99.9% devoted to global finance projects such the Coastal Gaslink Pipeline.

In addition to institutional investments by the NPS, South Korea supports the Coastal Gaslink Pipeline through the promise of purchasing liquefied natural gas. KOGAS, the national energy corporation of South Korea and currently the largest importer of natural gas in the world, purchased partial ownership of the Kitimat terminal of the Coastal Gaslink Pipeline in 2016. KOGAS is also negotiating the purchase of liquefied natural gas carried through Coastal Gaslink, even as climate-related flooding, fires, and pandemics cause delays and cast doubt on the tenability of fossil fuel infrastructure in an era of climate crisis.

Wet’suwet’en sovereignty predates the Coastal Gaslink Pipeline by tens of thousands of years. Community members and Hereditary Chiefs have been organizing against colonial pipelines since they were first proposed in the 2000s. Their struggle continues today, with unarmed land defenders protecting the Wedzin Kwa - a river that provides drinking water to the Wet’suwet’en and serves as critical habitat for endangered Pacific salmon species - against drilling planned to underpass the riverbed. Through investments and promises to purchase natural gas, South Korea is implicated in RCMP violence against Wet’suwet’en people and Wet’suwet’en lands.

As members, critics, and supporters of the Korean diaspora, Heung Coalition condemns the RCMP invasions of Wet’suwet’en territory. We support demands for the immediate release of Wet’suwet’en people and their allies forcibly removed and arrested in breach of both Wet’suwet’en law and Canadian colonial law. We call on South Korean seniors movements and workers movements to heed the call of Wet’suwet’en Hereditary Chiefs to respect Wet’suwet’en sovereignty and shut down the Coastal Gaslink Pipeline. This includes rallying for the South Korean NPS to stop investing in the Coastal Gaslink Pipeline and make amends for violence enacted against Wet’suwet’en people and lands in defense of the NPS’ investment.

지난 삼 년간, 매 겨울마다 캐나다 정부는 왕립 경찰대(RCMP)를 파견하여 웻수웨튼(Wet'suwet'en) 원주민들의 땅에 침입했다. 그들은 평화롭게 영토를 지키던 이들을 무력으로 쫓아내고, 원주민 공동체의 기반을 파괴하였다. 2021년 현재, 침략은 계속되고 있다. 지난 11월 18일, 영토를 지키던 열 다섯 명의 주민들이 체포되었다. 11월 19일에는 경찰견과 전술팀이 웻수웨튼의 한 오두막집을 습격하여, 비무장 상태로 농성하던 두 여성에게 전기톱으로 오두막을 산산조각 내버리겠다고 위협했다. 대치가 계속되자 캐나다 경찰대는 라디오 교신을 통한 대화를 중단하고 도끼로 문을 부수며 강제로 진입했다.

캐나다 경찰이 웻수웨튼 영토에 침입하고 있는 이유는 캐나다 해안 가스 수송관(the Coastal Gaslink Pipeline)을 건설하기 위해서이다. 이 화석연료 기간시설 건설사업으로 액화천연가스가 브리티시 콜럼비아 해안의 키티맷(Kitimat) 마을로 수송되게 된다. 이 건설사업은 한국 정부를 웻수웨튼에 대한 캐나다 정부의 식민적 폭력의 공범자로 만들었다.

한국 정부는 지난 2020년 캐나다 해안 가스 수송관에 대한 투자를 결정하였다. 수송관 건설에 반대하는 대규모 시위로 인해 부담을 느낀 캐나다 투자자들의 대부분이 투자를 철회한 이후에 발생한 일이다. 한국 정부는 국민연금공단(NPS)의 예산으로 캐나다 해안 가스 수송관에 투자하고 있으며, 그 금액은 6,000억 달러 (약 717조 7,033억원)에 이른다. 이 천문학적 투자금은 한국의 노동자들이 은퇴 후 최소한의 생활조건을 유지하기 위해 국가에 매달 지불한 세금을 지난 1970년부터 축적하여 마련된 것이다. 한국의 극심한 노인빈곤문제에도 불구하고, 국민연금공단이 노령인구에 지급한 연금은 그 수익의 0.01%에도 미치지 못한다. 나머지 99.9%는 캐나다 해안 가스 수송관과 같은 해외 사업에 투자되었다.

한인 디아스포라의 일원으로서 전 세계 한인 공동체의 현실을 비판적으로 분석하고 이를 변화시키는 진보적 운동을 지지하는 우리 "흥 연합"은 웻수웨튼 영토에 대한 캐나다 경찰의 침략을 규탄한다. 우리는 캐나다 법과 웻수웨튼 법의 충돌 속에 쫓겨나고 체포된 웻수웨튼 사람들과 그 지지자들의 즉각적 석방을 요구한다. 또한 한국 노동운동계와 노인운동계는 웻수웨튼과 한국의 관련성에 관심을 갖고 그들과 연대해야 함을 촉구한다. 국민연금공단은 캐나다 해안 가스 수송관 건설사업에 대한 투자를 철회하라. 그리고 이 투자를 보호하기 위해 캐나다 정부가 웻수웨튼에 자행한 폭력을 바로잡을 대책을 마련하라.
